SUMMARY
OF A MEETING HELD ON AUGUST 19, 2003, TO DISCUSS A MARCH 18, 2003, APPLICATION FOR LICENSE AMENDMENT CONCERNING THE SUSPENSION OF LOCAL LEAK-RATE TESTING FOR CERTAIN CONTAINMENT ISOLATION VALVES (TAC NOS. MB8185 AND MB8186)
On August 19, 2003, representatives of the U.S. Nuclear Regulatory Commission (NRC) staff and TXU Generating Company LP (the licensee) met in Room O-9B2 of the NRCs offices located at 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the licensees March 18, 2003, application for license amendment which would allow the licensee to suspend local leak-rate testing (LLRT) of certain residual heat removal (RHR) and containment spray (CS) system containment isolation valves at the Comanche Peak Steam Electric Station (CPSES), Units 1 & 2. A list of attendees is provided as Enclosure 1.
The NRC staff informed the licensee that a preliminary review of the March 18, 2003, application indicated that, based on available information, the suspension of LLRT of the subject valves was unacceptable. The purpose of the meeting, requested by the licensee, was for the licensee to bring to the attention of the NRC staff any additional factors not raised by the application, which might influence the NRC staffs conclusions. The summary information presented by the licensee is provided as Enclosure 2.
The licensee indicated that the need to perform the subject LLRTs was largely the result of a problem with valve stem leakage which has since been resolved. Testing with water is a difficult evolution which occasionally results in the need to suspend testing, drain the piping and repeat the test using the air leakage method. Moreover, especially with regard to the RHR valves, LLRT is nonconservative in that it results in substantial dose to workers and potential loss of shutdown cooling for testing of valves which have not historically been responsible for significant leakage. CPSES is the only facility, among a number of similar facilities surveyed by Westinghouse which is required to perform the subject LLRTs. From a barrier standpoint, the licensee views the subject isolation valves as components in sealed systems; even gross leakage past the valves would not result in release of radioactive material due to the elimination of valve stem leakage and the Radioactive System Leakage Inspection (RSLI) program. The licensee provided the NRC staff with RHR and CS RSLI procedures which are included as.
At the conclusion of the meeting, the NRC staff committed to consider information presented during the meeting, and the August 14, 2003, supplement, in reaching a final conclusion with regard to the licensees March 18, 2003, application for license amendment.
