SUBJECT:

INTERIM STAFF GUIDANCE RELATED TO EARLY SITE PERMIT APPLICATION REVIEWS

Dear Addressees:

The purpose of this letter is to solicit comments on the proposed process by which the Nuclear Regulatory Commission (NRC) will provide interim guidance to staff reviewers of early site permit (ESP) applications. We are contacting you because of your previously expressed interest in the ESP process (or because the organization for which you are our point of contact has expressed interest).

This interim guidance process is similar to the one in development for reviews of license renewal applications. We plan to consider any comments received on the proposed process and then to issue approved process instructions to the NRC staff.

To support timely implementation of this guidance, your comments are requested within 30 days of the date of this letter. Comments may be provided to Program Director; New, Research and Test Reactors Program, Division of Regulatory Improvement Programs, Office of Nuclear Reactor Regulation, Mailstop O-4D9A, U.S. Nuclear Regulatory Commission, Washington, D.C.

20555-0001. Comments may also be submitted electronically to the NRC by e-mail to esprs@nrc.gov. Should you have questions, please contact Mr. Mike Scott of my staff at (301) 415-1421.

Sincerely,

/RA/

James E. Lyons, Program Director New, Research and Test Reactors Program Division of Regulatory Improvement Programs Office of Nuclear Reactor Regulation Project No. 689
