Dear Mr. Witt:
During your recent participation in a number of Nuclear Regulatory Commission (NRC) meetings, including monthly public meetings of NRCs Davis-Besse Oversight Panel, a Commission meeting in February 2003, and the Regulatory Information Conference in April 2003, you provided your perspective on issues related to the Davis-Besse reactor vessel head degradation and recovery activities. I want to thank you for your participation in these meetings. Knowing Ottawa Countys views on issues of concern is of benefit to the NRC. We recognize that Ottawa County is a primary stakeholder in the safety performance of the Davis-Besse Nuclear Power Plant.
During these meetings, you indicated that the NRC should meet periodically with Ottawa County officials to discuss Davis-Besse status and any regulatory issues of significance.
During the special oversight of Davis-Besse restart activities, we have been meeting with Ottawa County officials regularly and expect that relationship to continue. If the Davis-Besse station resumes operations, NRCs special oversight of the Davis-Besse station by the Davis-Besse Oversight Panel will continue until we are satisfied that a return to our routine Reactor Oversight Program is appropriate. Should the Davis-Bess station return to our routine Reactor Oversight Program, we would be glad to discuss with you plans for a periodic meeting with Ottawa County officials.
Mr. Roland Lickus of my staff is responsible for NRCs coordination with Ottawa County and he will be contacting you to discuss arrangements for future periodic meetings. In the meantime, please feel free to contact Mr. Lickus at 630-829-9660 for NRC assistance.
