LICENSE RENEWAL SAFETY EVALUATION REPORT FOR NORTH ANNA UNITS 1 AND 2 AND SURRY, UNITS 1 AND 2

Dear Mr. Christian:

By a letter dated May 29, 2001, Dominion Virginia Electric and Power Company (Dominion) submitted two applications to the U.S. Nuclear Regulatory Commission (NRC) for renewal of the North Anna Units 1 and 2, and Surry Units 1 and 2 operating licenses for an additional 20 years. The license renewal applications (LRAs) were submitted pursuant to Title 10 of the Code of Federal Regulations, Part 54. The NRC determined that the LRAs were complete and acceptable for docketing on July 30, 2001. Since that time, the NRC staff has reviewed the LRAs, issued requests for additional information (RAIs), reviewed Dominions responses to the staffs RAIs, developed a safety evaluation report (SER) with open items (dated June 6, 2002),

and reviewed Dominions responses to the open items. On the basis of this review, the staff has prepared the enclosed SER to document the findings of the safety review of the LRAs and supporting documentation for North Anna Units 1 and 2 and Surry Units 1 and 2.
