BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2 - ELECTRIC POWER RESEARCH INSTITUTE (EPRI) REPORT TR-113594, RESOLUTION OF GENERIC LETTER 96-06 WATERHAMMER ISSUES, VOLUMES 1 AND 2 (TAC NOS. M96787 AND M96788)

Dear Mr. Keenan:

In Generic Letter (GL) 96-06, Assurance of Equipment Operability and Containment Integrity During Design-Basis Accident Conditions, dated September 30, 1996, the U.S. Nuclear Regulatory Commission (NRC) requested that licensees evaluate the susceptibility of (1) containment air cooler cooling water systems waterhammer and two-phase flow conditions during postulated accident conditions and (2) piping systems that penetrate containment to overpressurization from the thermal expansion of fluid.

In a letter dated January 28, 1997, as supplemented on May 30, 1997, Carolina Power & Light Company (CP&L or the licensee), in part, provided its assessment for the waterhammer and two-phase flow issues for Brunswick Steam Electric Plant, Units 1 And 2. By letter dated April 13, 1998, the NRC requested additional information. CP&L responded in letters dated May 17 and July 30, 1998. In the July 30, 1998 letter, supplemented on August 20, 1999, CP&L indicated its participation in an industry initiative to address the waterhammer concerns and deferred the remaining actions to fully address these concerns pending NRC review and approval of EPRI Report TR-113594, Resolution of Generic Letter 96-06 Waterhammer Issues, Volumes 1 and 2, dated December 2000.

The NRC staff has completed its review of EPRI Report TR-113594 and has determined that the use of the information in the report for evaluating the GL 96-06 waterhammer issues is acceptable to the extent specified and with the limitations delineated in the EPRI Report and the NRC Safety Evaluation (SE) of the report. Therefore, you are now requested to complete your actions to address GL 96-06 at Brunswick Units 1 and 2 and to submit by July 30, 2002, the supplemental information referenced in Section 3.3 of the NRC SE.
