REQUEST FOR ADDITIONAL INFORMATION (RAI), SEABROOK STATION, UNIT NO. 1, CONCERNING CHANGES TO SPENT FUEL ASSEMBLY STORAGE TECHNICAL SPECIFICATION 3/4.9.13 (TAC NO. MB4748)
The attached RAI was transmitted by fax on April 19, 2002, to Mr. Mike OKeefe of North Atlantic Energy Service Corporation (the licensee). The RAI was transmitted to facilitate the technical review being conducted by NRR and to support a conference call with the licensee to discuss the RAI. The RAI was related to the licensees submittal dated March 22, 2002, concerning changes to spent fuel assembly storage Technical Specification 3/4.9.13. This memorandum and the attachment do not convey or represent an NRC staff position regarding the licensees request.

Attachment Request for Additional Information SEABROOK STATION, UNIT NO. 1 Changes to Spent Fuel Assembly Storage Technical Specification 3/4.9.13 With reference to the submittal dated March 22, 2002, please provide the following information:

The submittal does not discuss the interface between the BORAL and BORAFLEX regions of the pool and the potential interaction of the highly reactive assemblies in the BORAL region with those in the BORAFLEX. Please discuss the keff values at the interface.
2.
Please describe how the 2D, 3D penalty was determined.
3.
How were the KENO-V.a cross sections derived?
4.
How were the rack keff calculations benchmarked? Are the KENO-V.a results considered not to require benchmarking?
