Thisiletter transmits changes to the Radiological Contingency Plan '(RCP) for our HematiteLNuclear Fuel Manufacturing Facility.- The RCP revision primarily reflects i

s changes to the' facility buildings.and equipment resulting-1 from.our revitalization program.

It also includes minor f

changes'to the organizational structure as well as updates to the text.

These changes.do not decrease-the effectiveness of the RCP and therefore have been implemented

.without prior NRC approval in accordance with 10 CFR 70.32 (1).

In a telephone conversation between our Mr. R.

Ivany and Mr.' Scott Pennington of the Office of Nuclear Material Safety'and Safeguards, Fuel Cycle Safety Branch, we were advised that the' revisions to emergency plan regulations in i

10 CFR 70.22 (1) and 10 CFR 70.32 (i)that became effective on April'7, 1990 do not apply to the Hematite facility until e

the next: required license renewal.

License No. SNM-33 expired on' December 31, 1989 and operations are continuing j/

under a " timely renewal" submitted November 22, 1989 and accepted by NRC on December 18, 1989 (Reference A).
