Dear Sir:
In accordance with 10 CFR 50.90 Entergy Nuclear Operations Inc., submitted a request for amendment to the James A. FitzPatrick Nuclear Power Plant (JAF) Technical Specifications (Reference 1) dated April 27, 2005. This amendment request was submitted to revise the Technical Specification requirements for the plant DC electrical power system as described in Technical Specification Task Force (TSTF) Change Traveler, TSTF-360 Revision 1, which has been approved generically for the boiling water reactor (BWR) Standard TS, NUREG-1433 (BWR/4).
In accordance with 10 CFR 50.91(a)(6) JAF is requesting that this amendment be processed on an exigent basis. This exigent processing is being requested because the existing Technical Specifications potentially do not provide enough time to maintain conditions for 100% power operation and perform detailed trouble shooting activities for spurious intermittent alarms associated with a station battery charger. The station battery chargers are operable; this exigent amendment is being requested as a contingency in the event that the troubleshooting identifies additional work.
