Dear Mr. Hanson:
On September 26, 2019, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at your James A. FitzPatrick Nuclear Power Plant and discussed the results of this inspection with Mr. Joseph Pacher, Site Vice President, and other members of your staff. The results of this inspection are documented in the enclosed report.
NRC inspectors did not identify any findings or violations of more than minor significance.

SUMMARY
The NRC continued monitoring Exelons performance at the James A. FitzPatrick Nuclear
Power Plant by conducting the baseline security inspections described in this report in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. No findings or more-than-minor violations were identified.
INSPECTION SCOPES
Unless otherwise noted, baseline security inspections were conducted in accordance with the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter 2201, Security Inspection Program for Commercial Nuclear Power Reactors. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards. OTHER ACTIVITIES - BASELINE
71151 - Performance Indicator Verification
The inspectors verified the licensees Protected Area Security Equipment Performance Index submittals for the period from September 01, 2018, through August 31, 2019.
71152 - Problem Identification and Resolution
The inspectors assessed the licensees problem identification threshold, compensatory actions, and the prioritization and timeliness of corrective actions to determine whether Fitzpatrick was appropriately identifying, characterizing, and correcting problems associated with recent security equipment upgrades.
INSPECTION RESULTS
Observations: PI&R Annual Sample of Security Equipment Upgrades 71152 Inspectors selected a sample of issue reports related to the recent security equipment upgrades. This sample included upgrades in both alarm stations, security computers, video capture systems, Protected Area perimeter IDS, closed circuit television, and main access facility upgrades (IRs 4172155, 4172159, 4230230, 4231620, 4235368, 4251921, &
4263215).
Inspectors identified one observation associated with the new PA boundary. Specifically, the licensee did not have a map or drawing that clearly identified the new PA boundary. This issue was entered the corrective action program (IR 04282394).
EXIT MEETINGS AND DEBRIEFS
On September 26, 2019, the inspectors presented the inspection results to Mr. Joseph Pacher, Site Vice President, and other members of the licensees staff. The inspectors verified that no proprietary information was retained or documented in this report.
