3 Switchyard breaker flashover during Hurricane Frances led to an automatic reactor trip.
SUMMARY
Crystal River Unit 3 experienced an automatic reactor trip during Hurricane Frances due to a flashover on a switchyard breaker. Salt spray caused the flashover to occur on the breaker which in turn caused protective relaying to strip the bus which powered the Startup Transformer. All plant non-safety buses were lost as a result. Prior to the breaker flashover, the other power feed to the Startup Transformer had been lost in the storm when an insulator located off-site failed on the 230KV Brookridge transmission line.
